it seems that the problem was not my unpaid bills it was my modem. i tried the old one and with a little trip to the adsl centre that is with some luck 5 minutes walk from my home, i managed to connect to the internet!! yeeah right
but i paid all my bills so i spent all my cash to a collection of those so i'm actually one step closer to being broke
still i am so happy right now
i will even study some finance
